Position Summary:
Under direct supervision of Office Coordinator and technical supervision of SSLO/Humanitarian Access Manager, the Liaison/Security & Safety Assistant will be reporting for any RI staff safety — security incident reports SIR. As well as security weekly briefing, new employees’ safety & security orientation, liaising with government authorities/INGOs, obtaining travel permits, and many of assignment tasks which detailed below.
 
Main Duties and Responsibilities:
  • Assist the Office Coordinator, Humanitarian Access Manager & Liaison/Security Officer in developing and overseeing the day-to-day conduct of the field office security program. Ensuring preparation of adequate responses to security incidents, natural and man-made disasters.
  • Work with Program Managers, Office Coordinator and all RI staff on acceptance messaging and strategies.
  • Provide technical security advice, in consultation with the Corporate Security for the existing and any potential new office/warehouse including site selection and the establishment of effective physical and procedural security measures.
  • Liaise with the contracted guard company, supervise RI-premises’ guards and host government office regarding the guarding and protective services provided to the Field-Office the guesthouse.
  • Manage the video surveillance, card access and other physical security and fire/life safety systems. Carry out evacuation drills periodically. Ensure all safety equipment and regulations are in place.
  • Conduct residential security surveys (MORSS) at the residences/offices of staff members, and provide advice as to possible remedial actions that will improve security profile.
  • Provide general residential security advice to all staff.
  • Provide advisories on security arrangements of hotels the Country/Area office recommends Travel Services to negotiate agreements with.
  • Conduct field-visits to RI operating areas in Shabwa and other governorates (in the future) to assess RI premises and ensure all are operating in secure environment. 
  • Liaise with local law enforcement, diplomatic/international organizations, local communities and security authorities in close consultation with the Office Coordinator or designee. Develop and strengthen contacts with local authorities.
  • Obtain movement permits of staff from authorities – MOPIC, and MOI/MOH and liaise with other actors for movement matters.
  • Facilitate visiting missions with advance practical security advice and contact, arrival briefing specific to their mission and communications and logistical support for field missions. Ensure a viable system is in place to track, note arrival/departure/residence changes and coordinate with UN agencies and security operations.
  • Assist in processing grants sub-agreements through different authorities on various levels.
  • Provide oversight and management of the field office security services contract established in support Area Office operations. Conduct ongoing quality reviews and ensuring that post instructions and emergency response plan are updated and exercised.
  • Support the management team in the supervision of the Area Office vehicle fleet and its assigned drivers. This is envisaged to include direct supervision and coordination with all staff movement as well as ensuring daily vehicle serviceability inspections- and documenting service and maintenance requests that require follow up actions by the AO administration.
  • Perform any other tasks assigned by Management
Qualifications and Requirements:
  • University degree with focus on security management, administration and/or related discipline at officer’s level.
  • Minimum 3- 4 years of experience relevant to security risk management — in particular in progressively responsible functions in a national law enforcement agency.
  • Excellent knowledge of English and Arabic languages.
  • Excellent English reporting and writing skills and good analytical skills.
  • Demonstrated ability to manage multiple priorities, deadlines, tasks efficiently.
  • Excellent time management skills and resourcefulness with strong attention to detail.
